Imported product under management of MIC Vietnam

Pursuant to Decree No. 74/2018 / ND-CP dated 15/05/2018 and Decree No. 132/2008 / ND-CP dated 31/12/2008 and Decree 154/2018/ND-CP dated 09/11/2018 of the Vietnam Government, the goods and equipment are listed in Appendix I and Appendix II of Circular 04/2018/TT-BTTTT of the Ministry of Information and Communications (or any Circular which will replace Circular 04/2018/TT-BTTTT) shall have to register for "Product Quality Inspection Registration" (PQIR) process.

1. Typical equipment on the list of equipment subject to quality inspection of imported goods include:

1.1 Radio transmitters and transceivers.

WLAN devices such as WLAN Router / Gateway / Access Point / Notebook / Tablet PC ...

2G / 3G / 4G terminal such as cell phones, tablets, GPS trackers, 4G routers ...

VHF / MF / HF / UHF radios such as radios and telephones used in maritime, aviation, petroleum.

Marine equipment such as EPIRB, AIS, GMDSS, radar, Immasart, Ku band / C band VSAT transmitters.

Short range devices such as RFID reader, NFC, Smart home and IoT applications.

1.2. Group of information technology equipment
Information technology devices include desktop computers, hosts, switches, routers, firewalls, gateways, lithium batteries

1.3. Other devices
(Please refer to Circular 04/2018 / TT-BTTTT of the Ministry of Information and Communications)

2. Dossiers for imported product quality inspection registration

Pursuant to the Government's Decree No. 74/2018 / ND-CP of May 15, 2015, the document requirements for imported product quality inspection registration as follows:

(1) Imported product quality inspection registration form

(2) Airway Bill / Bill of Lading

(3) Commercial Invoice

(4) Commercial Contract / Purchase Order

(5) A snapshot of the product label or short description of the goods or technical specification sheet with product picture

(6) Certificate of Conformity (Type Approval for wireless product listed under Appendix I of Circular 04/2011/TT-BTTTT/ Declaration of Conformity for product listed under Appendix II)

 

In addition, the following documents may be submitted (optional):

(7) Packing list (if available)

(8) Customs declaration form (if available)

(9) Certificate of Free Sale (CFS) (if applicable).

(10) Certificate or test results of the exporting country (if available).

(11) List of goods (if any) (used when there are many model in the shipment)

If the importer has not yet obtained Type Approval certificate / Declaration of Conformity, the VNTA shall still sign and stamp to acknowledge the "imported product quality inspection registration" form so the importer can still use it for customs clearance. After getting the product, importer has to process local testing and obtain certificate to submit to VNTA within 15 days since customs clearance date.

3. The place for imported Product Quality Inspection Registration

Registration for imported product quality inspection can be applied to one of the below three authorities of VNTA:

a. Hanoi:

The Verification and Certification Center 1 of VNTA

b. Ho Chi Minh City:

The Verification and Certification Center 1 of VNTA

c. Da Nang City:

The Verification and Certification Center 1 of VNTA
